It is the most important part of any relations to come into place. Lack of communication lead to many events throughout history, from minor disputes to World Wars. Hopefully, Habbo World does not endanger us with such severity events, however it should not make us neglect the importance of communication. |
Alliances & Affiliations
Agencies that have an alliance, or agreement, help each other out when in need. An alliance in other words can be described as a formal relationship between the two. If an agency or a military meets the Terms of Alliance and express the want to create a bond, External Relations members will then take it from there to create a long lasting agreement.

Habbo Intelligence Agency's Foreign Policies
A foreign policy is a set of crucial postulates composed by an organization aimed at keeping good, healthy relations with other entities. It is HIA's foreign policy that guides the activities and objectives of External Relations SU. HIA's foreign policy is always aimed at maintaining good and positive relationship and never aims at negative standings. However, it's a situational call at times to have negative relations.
Obtaining a diplomatic relation with HIA
Diplomatic relations of organizations with HIA are automatically assigned by our Community wing and is an independent process. Standings are divided into a total of five levels, lowest being hostile status and the highest being an alliance. Given below is a set of recommended criteria an organization is expected to meet, should it be interested in allying/obtaining a diplomatic relation with HIA. Infrastructure
The entity must be an agency or a military organization, with an active HQ and other peripheral rooms. The organization must not be solely relying on alternate accounts to exploit their room population. The organization must also have a well-defined website with a functional rank list and other important policies. The agency/military in question must also provide IT services for its employees to simplify their workflow.
Employees
The organization must have an active foundation and leadership team in perfect ratio with an active player-base. The organization must have active and friendly staff that have foreign interests aligned with HIA's. The organization must also have an active external relations team. Lastly but most importantly, the processes occurring inside the organization must be occurring in a fair manner. HIA has no interest in obtaining a diplomatic relation with an entity that is known to be biased or partial.
Security
The organization must have similar views with HIA regarding the safety and security of their employees, general Habbo politics and other related affairs.
The organization must also abide by HIA's National Punishment policy and restrict employment to the members and groups mentioned in them.
The organization and HIA must share the same stance against workplace harassment, cyber-bullying, unethical acts such as DDoS, doxing, cyber-crime and so called illegal warfare.

Activity
The organization must have established itself successfully within Habbo and must be safe from any threats that may deem its closure. Organizations must have the intent on maintaining a positive relation with HIA, if attained. HIA would be fulfilling this by conducting regular meetings, diplomatic visits, collaborative events, exchange programs, etc. and would expect our relations to retaliate in a similar manner.
Dispute Resolution
HIA always aims to resolve its bilateral and multilateral disputes in a civil and diplomatic manner and expects its relations to do the same. Both HIA and its relation will aim to be neutral, impartial and dormant during a conflict between either party's allies or other organizations. Any disputes regarding foreign agencies, militaries or fansites should only be dealt with by members of the External Relations Special Unit. This also means that questions regarding updates within our agency from any foreign party should be answered by External Relations members.
