Code of Conduct
INTRODUCTION
The Habbo Intelligence Agency’s Code of Conduct has been developed in order to make HIA a better place for everyone. The Code of Conduct includes ethical guidelines for employees and allies, as well as policies related to special units, Leave of Absences, inactivity, promotions, pay, the Court System, the disciplinary structures, uniform policies, commands, and human rights.
Every user associated with the Habbo Intelligence Agency MUST comply with the rules and guidelines that build on the Habbo Intelligence Agency’s basic values. These rules and guidelines apply to all platforms which are affiliated with the Habbo Intelligence Agency, regardless of rank, race, religion, sexuality or employment status pertaining to all members of Foundation, Directorate, or any elective position and any employee within divisions Agent - BOE. Any employee found in violation of the Code of Conduct will be disciplined, which includes, but not limited to, immediate termination.

A - All human beings are born free and equal in dignity and rights. EVERY employee should be endowed with conscience, reason, and respect.
B - Every employee is entitled to all the rights and freedoms set forth in this document, without discrimination of any kind.
C - Every employee has a right for their private life to remain private. No employee will be subject to meaningless interference into their private life. It is at an employee's discretion to reveal details of their private life, and to segregate home and virtual life.
D - All employees are entitled to a fair trial and will be equally treated in terms of protection by the law.
E - Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers.
F - Everyone has the right to rest and leisure (Leave of Absence), including reasonable limitation of working hours, periodic holidays, and reasonable excuses for pay-ban lift.
G - Everyone has the right to an education by being provided training sessions - such as Recruit, Security, Trainer, High Rank, Office of Administration, Senior Management, and Code of Conduct training.
H - Every employee has the right to equal pay without discrimination, unless paybanned with a VALID reason.
The employees of HIA have the right to express their opinions freely and exercise the Human Rights, as long as it does not follow these criteria:
- Conflicts with Habbo Intelligence Agency`s regulations, Code of Conduct.
- Contend with the Habbo Way.
- Offend non-members in the lobby in public.
- Violating another individual’s Basic Human Rights or preventing them from exercising their rights.
Any employee found in violation of these rights may be subject to disciplinary action and/or termination.
Section 1 - General Rules and Regulations
Section 1.A - Basic Rules
1.A §1 - Be respectful towards all members of HIA, regardless of their rank, age, race, gender, sexual orientation, religion, colour, creed, or disability.
1.A §2 - HIA is an English-speaking agency. Please speak English in HIA HQ and the HIA Slack workspace at all times. Any language other than English is permitted in the lobby only.
1.A §3 - Do not use consecutive capital letters, bully, swear, or use inappropriate language. Abbreviations are allowed. You can abbreviate taboo language however, you cannot use it to offend or Bully others. i.e "WTF" "LMFAO" is allowed.
1.A § 4 - Dancing is prohibited unless you have received permission from a Directorate+. Other commands such as ':jump' command, Ghost Effect and :moonwalk are not allowed.
*The Laser sword: YYXXABXA, the wand effect and watering can are allowed in HQ.
1.A §5 - Do not spam or flood HIA HQ or Slack with text. You are also not permitted to spam trade or spam whisper any user within HIA HQ or affiliated locations. Violating any one of these terms will result in being muted/kicked with disciplinary actions.
1.A §6 - Do not abuse your powers or rank privileges as a high rank. Using your rank, position, or status to favour or go against another individual is strictly prohibited.
1.A §7 - Do not use coloured chat unless you are at least 3iC, conducting a training session, hosting a HET event, or making an announcement. 3iC - Dark Blue, 2iC - Red, 1iC - Black, iC - Light Blue, CoD - Pink. If you are making an announcement with coloured chat, you must stand on the MOD Stand. Refer to the MOD Guide for more details. Abusive use of the MOD Stand will result in disciplinary actions.
1.A §8 - Do not ask or hint for pay, promotions, room rights, badge administration rights or donations of any kind.
1.A §9 - Do not self promote as it will lead to demotion.
1.A §11 - Do not sit on the floor in the HIA HQ or Training Hallway/Rooms. You may sit on the floor in the lobby or cafe.
1.A §12 - While in the base, you are required to wear your respective HIA division badge to reflect your current rank, uniform (if applicable), and motto (which must contain at least HIA, your rank, and promotion tag). Employees are allowed to wear HIA Special Unit badges (owned by Foundation) in HQ if SU duties are being performed in the base. Award badges (WOTW, BOTM, etc.) are only allowed to be worn in place of an employee’s current HIA division badge in HQ for the respective week/month after winning the award.
1.A §13 - High Ranks (HR+) and above, Very Important Persons (VIPs), Special Visitors (SVs), and Veterans (VETs) are exempt from wearing a uniform. Additionally, Non-HIA Staff VIPs, SVs, and VETs are exempt from mottos (provided it is appropriate in nature).
1.A §14 - Very Important Persons (VIPs), Special Visitors (SVs), and Veterans (VETs) are required to wear their respective badges while in the base.
1.A §15 - Do not go Away From Keyboard (AFK) at any station, in the hallways or in the cafe/lounge area. You will be given a verbal warning before getting bounced. Those who have been warned several times with proof/screenshots can face a disciplinary log.
1.A §16 - Do not sell ranks without the [HIA] Rank Sellers badge.
1.A §17 - Double Jobbing is prohibited. That is, employees are not permitted to have another active account in HIA, other agencies, or organizations whilst under HIA employment. This does not include fansites and role-playing groups.
1.A §18 - Do not troll, raid, scam, degrade others or be affiliated with such activity in or towards any agency or user in any form, including any involvement with Mafia groups. If caught, you will receive appropriate disciplinary action - which may lead to termination depending on the severity. *Scamming includes, but is not limited to falsifying your promotions/training logs in order to gain rewards.
1.A §19 - Individual(s) with inappropriate names, such as explicit, racist, and names targeted to ridicule or impersonate other individual(s), will not be recruited. This includes names that contain links. Should they be recruited, the firing of such individuals will be immediate.
1.A §20 - Do not promote someone above your promotion limit. (e.g. High Rank can only promote up to Trial Trainer). (Personal Secretaries may promote up to their boss' promotion limit when promoting on behalf of their boss as long as the proper requirements are met).
1.A §21 - Under no circumstances should you wait behind someone or follow them until they meet their promotion requirements EXACTLY (e.g. standing behind an Agent when they have 29 minutes instead of 30). If caught doing so more than once, you will receive a warning.
1.A §22 - Your online time must be visible at all times. If it is not visible, you will not be able do things that require a minimum online time (such examples include promotions, pay, LOA, etc.).You will be asked to turn it on and if refusal occurs, a disciplinary will be issued, your LOA revoked, or badges removed.
1.A §23 - Do not promote any individuals outside of first or second base. This includes training hallways, training rooms, meeting rooms etc.
1.A §24 - You may not flick other stations switches or stand on Security tiles UNLESS the person is confirmed to be AFK. Do not steal a member’s seat while they are being promoted. This applies to ALL stations. If a station is full, you may ask politely to take over.
1.A §25 - Information, such as evidence - which is of critical importance - should not be hidden under any circumstances. Members must immediately bring forward ANY information when asked by Directorate+ without argument. Members must also not manipulate/tamper with evidence to dishonestly showcase a situation. Failure to divulge the information may result in disciplinary action, including immediate termination.
1.A §26 - Purposefully committing Code of Conduct infringements after receiving prior verbal warning (verbal or otherwise) will result in further disciplinary actions.
1.A §27 - You are not permitted to share your account with other individuals. Sharing your account will result in the removal of admin rights, removal of badges, and disciplinary actions. Further infractions will result in termination from employment.
1.A §28 - You are prohibited from advertising about HIA in premises of other agencies and militaries. Advertising/recruiting members for HIA is only encouraged in rooms that are not owned by an agency or a military organization, such as public rooms.
1.A §29 - Other rules, guides or guidelines, scripts, policies, and statements on the HIA or Habbo Website involving employee behaviour on Habbo or Slack are to be followed as additional clauses of the Code of Conduct and are permitted for use in disciplinary logs.
All the rules described in the Code of Conduct apply to all HIA involved rooms, instant messages, whispers, HIA related sites and Slack. The rules stated in the Code of Conduct apply to all channels on Slack. Slack accounts are given to Trainer+ at HIA.
Offences by members failing to respect others and obey the rules stated in the Code of Conduct or/and the HIA Bully Policy will result in their Slack account being disabled by a Slack Admin, as well as incurring the proper disciplinary actions.
Section 1.B – Commands
Please note - you may not use or call commands until you are in the HR+ Division. CTH may not be called until you hold a rank of MOD+.
- ATT (Attention) – Stand up from your seat, wave and say, “Yes sir!” or “Yes ma’am!”
- AE (At ease) – Sit back down and/or continue what you were doing.
- BTB (Back to base) – Go back to the HIA HQ.
- BTW (Back to work) – Continue working where you previously were (Similar to AE).
- CTH (Clear the hall) – Fill a station including FTB; do not obstruct the hallway.
- FTB (Fill the back) – Go sit on the sofas at the back of the room.
- FTF (Fill the front) – Go to the front desks, recruit new members, and let existing employees in.
- FTS (Fill the security) – Go to a security station and handle recruits & members appropriately.
- FTT (Fill the training) – Go to the training room and train the recruits.
- FTTD (Fill the transfer desk) – Go to the transfer desk and transfer people from other agencies.
- FTHD (Fill the help desk) – Answer questions and aid employees.

Section 1.C – Uniform Policy & Dress Code

1.C §2 - Any wearable / set of wearable articles of clothing that covers 75% of your character's face is not allowed; this includes hair, beards, masks, and eyewear. For example, a combination of a surgical mask and a pair of sunglasses would cover most of your face, so only either wearable will be permitted in this case.
1.C §3 - You must not be shirtless / bottomless or wearing little to nothing (i.e. Swimwear).
1.C §4 - Any attire that resembles another group’s styles, such as raiding groups, are not permitted.
1.C §5 - Copying of another employee’s, Veteran’s, Very Important Person’s, or Special Visitor's style and/or clothing without their permission is not permitted.
1.C §6 - Styles of offensive manner are not to be worn in base or any rooms associated with HIA. This includes styles that are offensive or demeaning towards any race, religion, ethnicity, colour, creed, age, disability, or gender.
1.C §7 - Using any wearable/totem effects (eg. all purple to enable the ghost mode, fire effect, floating effect and more) results in an instant removal from the room. The only hand held effects permitted are: Magic Wand, Lightsaber and watering can.
1.C §8 - Agents, Security, and Trainers must wear their respective HIA uniforms - if they are wearing other attire and refuse to change after a verbal warning - disciplinary action is to be issued.

1.D - SPECIAL PRIVILEGES & OBLIGATIONS FOR HIGH RANKS & ABOVE
In addition to earning the right of promoting and disciplining members, the following privileges are bestowed upon those members whose ranks are within the High Rank division or above:
1.E - DUTIES OF ELECTIVES
The following guidelines applies to all 5iC+ members of HIA:
Requirements
If any elective fails to follow the rules cited in 1.E (Elective Guidelines), the person shall be issued the proper disciplinary actions by Foundation or Directorates.
In addition to earning the right of promoting and disciplining members, the following privileges are bestowed upon those members whose ranks are within the High Rank division or above:
- You will be able to wear anything you like, but not against the HIA Uniform Policy or Code of Conduct. Please refer to Section 1.D – Uniform Policy for further information.
- You will be given a broader range of access on the Portal, which includes (but is not limited to): Employee Promotions, Training Sessions, Strike Removals, Fired Employees, Transfer Hub (if member of Transfer Unit), Rank Sales, Agent Tours, Removed Badges and LOA Dashboard. You will be able to join more Special Units in HIA that require being part of the High Rank division or above.
- You will be able to promote other members of staff, starting from Agent I to Trial Trainer as a Trial High Rank. As you rank up and move through each division, your promotional limit will also increase. Please do refer to HIA’s Rank List found here in order to see your promotional limit based on your current division and specific rank.
- All HR+ must ensure that Standard Ranks are maintaining a good standard of work and level of efficiency in every working station, making use of the guides and additional material required (i.e. security search, assisting newcomers, issuing commands as needed).
- HR+ are expected to respect the duties set for each division.
- HR+ must train members for their respective division when needed (i.e. Security Training, Trainer’s Training, HR Training).
- HR+ should report Trolls/Transgressors, in order to keep a proper control of any kind of potential threat against HIA that might put at risk the welfare of its members, as well as jeopardizing its alliances and its presence in Habbo.
- HR+ are not prohibited from bringing someone to accompany them during a training session as long as they don't disrupt proceedings, Training Supervisors and RR holders will have the right to dismiss accomplices provided they have a good enough reason and evidence for doing so.
1.E - DUTIES OF ELECTIVES
The following guidelines applies to all 5iC+ members of HIA:
- You must have a way of verifying your online presence in base, which shall include but is not limited to, portal logs and Slack activity. Time since last login is not recognized as being present at base. Without logs, or any other kind of proof that you've been online, and/or been in base, you can be in danger of being demoted. If there are times where you do not have the opportunity to be for a significant amount of time, it is recommended that you apply for an LOA.
- Be professional in both clothing, and the way you act.
- You must treat all staff (including standard ranks) with the utmost respect.
- Monitor the section of HIA you have been assigned to and act as a mentor if required.
- Follow all rules HIA obliges you to follow (Code of Conduct, etc).
- All electives must contribute to the improvement of HIA. This includes participating in Weekly Discussions and carrying out all assigned duties/tasks to their respective rank group. Failure to do so will result in a demotion being issued.
- All electives must complete their set quotas monthly. You are required to fulfill the following tasks:
- Monthly Quota
- Bi-Monthly Report ( for 4ic - 2iC )
- This is only excused by an LOA. If one is unable to complete these requirements, you must reach out to the Foundation Representatives or the Directorate in-charge. Moreover, taking LOA during the month does not guarantee you will be excused from meeting the Points.
- Failure to obtain the set points will be STRIKED. To remove a strike, you are required to complete the elective duties (25 points/35 points) for 2 months consecutively.
- Monthly Quota
- All electives must meet the requirements monthly.
- Electives are encouraged to complete all of the requirements that apply to them, however, it is mandatory to complete 3/6 of the requirements prior to the month ending.
- If the month is December, electives only need to satisfy 2 quotas. The quotas are as follows:

- Only electives that are required to complete 3 quotas are allowed to double up on items.
- You are not allowed to complete any of these duties while you're on LOA. If you are caught doing items such as badge removals, etc. You risk being marked inactive.
- Bi-Monthly Report
- Electives are required to submit a Bi-Monthly report on the last day of every other month.
- At no time is your PS to do your work without you participating and/or assisting in completing said task.
- Taking LOA during the reporting month does not mean you are excused from submitting the report. Your yearly report will be postponed to following month (When the LOA has ended).
If any elective fails to follow the rules cited in 1.E (Elective Guidelines), the person shall be issued the proper disciplinary actions by Foundation or Directorates.
Section 1.F - Instant Fire Offences
Below are a list of rule violations which may lead to immediate termination. However, negotiations are encouraged before executing the dismissal. All of the following situations are on a case by case basis, and may not always warrant immediate dismissal, but a warning/strike instead. Only 4iC+ ranking individuals are allowed to approve instant fired logs. Please seek advice from an elective if you are unsure.
Bullying
Double Jobbing
Trolling/Raiding HIA or another agency.
Leaking Chats or Private Information
Sending Explicit Material
Below are a list of rule violations which may lead to immediate termination. However, negotiations are encouraged before executing the dismissal. Only 4iC+ ranking individuals are allowed to approve instant fired logs. Please seek advice from an elective if you are unsure.
Bullying
- Bullying is a serious issue that is unacceptable by any individual within the Habbo Intelligence Agency. If caught bullying, consequences will be issued.
- Bullying is any gesture or written, verbal, graphic, or physical act that is reasonably perceived as being dehumanizing, intimidating, hostile, humiliating, threatening, or otherwise likely to evoke fear of physical harm or emotional distress and may be motivated either by bias or prejudice based upon any actual or perceived characteristic, such as race, colour, religion, ancestry, national origin, gender, sexual orientation, gender identity or expression; or a mental, physical, or sensory disability or impairment; or by any other distinguishing characteristic, or is based upon association with another person who has or is perceived to have any distinguishing characteristic. Bullying and harassment also include forms of retaliation against individuals who report or cooperate in an investigation under this policy. Such behaviours are considered to be bullying or harassment whether they take place on or off HIA property, at any HIA-based websites and related pages (i.e. Slack), or in Habbo at any time or place where a member’s imminent safety or overall well-being may be at issue.
- Work related harassment. (i.e. Work overload, unrealistic deadlines, meaningless tasks if the individual does not get done on time will result in demotion/strike);
- Sexual harassment of any kind such as (but is not limited to): mentioning sexual acts to purposely offend/make fun of a member, publicly or privately wishing sexual assault/assault on someone, derogatory remarks regarding one’s sexuality or gender, asking/sending and receiving sexually explicit photos with person/persons from Habbo, conversation that is deemed suggestive, unprofessional, and explicit (in cases where a minor (under 18) is involved - please also report to Habbo Mods) is not tolerated and is deemed a fireable offense with serious violation;
- Blackmailing or making threats to any employees or allies is strictly prohibited. Manipulation and peer pressure to perform actions is also prohibited and will not be tolerated;
- Personal verbal or physical attacks directed towards an individual or group of individuals. (i.e. Name calling, usage of excessive profanity towards a person);
- Encouragement of others to turn against the targeted employee or group of employees;
- Removing Badges and Badge Admin purposely without appropriate permission or denying all Badge requests that are needed for an employee;
- Consistently ignoring or interrupting an employee in front of his/her co-workers (A member has the right to put an individual under the ignore option if within reason, e.g. bullying or spamming, however ignoring work related matters or ATT’s is not acceptable. For HIA related matters, personal disputes should be put aside and the individual can contact the member through another person if necessary.);
- Exclusion or isolation in a Special Unit or group at HIA;
- Repeated infliction of verbal abuse, such as the use of derogatory remarks, and insults;
- Conduct that a reasonable person would find hostile, offensive, and unrelated to the employee’s legitimate business interests;
- Shutting down or blatantly ignoring, diminishing or denigrating other member’s opinions, disregarding them as inferior or irrelevant;
- Stalking any individual anywhere when at base or elsewhere, with no justifiable reasoning other than for the sake and fun of it;
- Having fun at expenses of another member's problems or situations that might or might not pertain to HIA related affairs and matters. (i.e. Receiving a demotion, being issued a warning, having family issues);
- Laughing at or making light of a member’s real life issues or problems. (i.e. Illnesses);
- Refusing to comply to leave a member alone by him/herself when asked to.
- Making another member feel bad or underappreciated for something they are not in immediate possession of or are not allowed access to (i.e. Discussing activities or matters that happen at the elective-general channel, using expressions that might sound condescending, such as “I am so happy to be an elective, because I don’t have to talk to this people.”)
- Falsely accusing or blaming another member in public or in private of infringing rules or committing acts without any solid proof presented against him/her. For cases in which proof has been provided, please seek assistance from the Legal Affairs Unit.
- Having and/or showing a lack of respect or making fun of any member from belonging to any kind of rank and/or division.
- Logging any kind of disciplinary actions against any individual for personal issues. Under no circumstances is a disciplinary log issued for personal reasons considered valid by HIA laws, rules and guidelines. If any personal issues have arisen between two members, please remit to either filing a “Report a bully form” or submitting a formal case (with the proper evidence) to the Legal Affairs Unit.
- Harassing any member of HIA staff for the kind of work they do or the way in which they decide to do their job. (i.e. Insulting a payer for not paying you. Being disrespectful towards a member of CoS for issuing a new rule you don’t agree with).
- To control or influence an individual in a deceptive, unfair or unscrupulous way (i.e. Manipulation). Using one for personal conditions or immoral reasons, causing emotional or mental distress. Signs of manipulation can be identified as unreasonable guilt tripping, ignorance, undermining, forced inclusion, etc.
Double Jobbing
- Double Jobbing is an intolerable offense within the Habbo Intelligence agency and will lead to immediate termination with proper evidence.
- Please quote 1.A §17 when issuing the fired log.
Trolling/Raiding HIA or another agency.
- The Habbo Intelligence Agency has a strict policy on loyalty and trolling. If a user is trolling within the agency or another agency - consequences are to be issued.
- This includes participating in raids or scamming other individuals.
- Any affiliation with Mafia will lead to immediate termination (instant fire).
- Please quote 1.A §18 of the Code of Conduct when issuing the fired log.
Leaking Chats or Private Information
- Leaking private information from a Slack channel (public or private) or direct message (on Slack or Habbo) is a heavy infraction and will result in permanent termination.
- Leaking chats or private information can extend to the infraction of the freedom of privacy, as stated in 4.A §6 of the Code of Conduct.
- Please quote 4.A §6 of the Code of Conduct, §8 of the Slack Guide when issuing the fired log, and/or (if applicable) the Elective Chat section of the Assistant Leader’s Guide.
Sending Explicit Material
- Sending or requesting explicit material (includes but not limited to text, pics and videos) that may be offensive is strictly prohibited - both on Habbo and the HIA Slack workspace. Such infraction will lead to permanent termination from HIA.
- Sending or requesting explicit material can extend to the infraction of workplace harassment, depending on the severity, as stated in 4.A §6 and the Bullying Policy.
- Please quote 4.A §6, the Bullying Policy, and/or §9 of the Slack Guide when issuing the fired log.
Section 2 - Policies and Procedures
2.A - PROMOTION & PAY POLICIES
Promotions:
2.A §1 - Staff members must have an online time of at least 30 minutes before being promoted. This means the person promoting and the promotee MUST have an online time of at least 30 minutes.
2.A §2 - It’s strictly prohibited to promote an individual who currently holds your tag. (No Double Promoting)
Refer to the Rank List for promotion time limits and restrictions.
2.A §3 - There are restrictions on where you can and cannot promote within the base (e.g. you cannot promote in the cafe or FTB). Below is a depiction of where you may and may not promote users within the HIA Headquarters:
**All areas colored in red are areas where members may not give or receive promotions.
2.A §4 - Do not spam promote members. This means that a promoter may not promote more than 3 members within a time period of 10 minutes. This rule has been made to ensure that everyone has a fair chance on promoting members and to ensure that promoters observe members before promoting them. Promoters are only allowed to spam promote when there is no other HR available in base.
2.A §5 - Higher Ranked staff must give priority to lower ranked staff when doing promotions. (eg. When a BOE staff is about to promote an agent but sees a High Rank division staff wanting to promote, the BOE staff must give the promotion over to the High Rank staff. BOE staff may not promote when High-Rank staff wants to promote.)
2.A §6 - Do not stand behind a person who is currently attending to someone. This will be considered as part of promotion camping and will be dealt with severely. Do not say “ATT when done”. Only move to promote the person when they are available.
2.A §7 - Do not promote individuals only for the sake of promoting; promote dedicated members who are filling stations. Individuals should not be promoted if they have just exited FTB, regardless if they meet the promotion requirements. Individuals who are sitting in the back seats of stations should also not be promoted unless all front seats of the station are occupied.

2.B - TRANSFERS
For the members of other agencies that seek transfership to Habbo Intelligence Agency, they are required to abide on the following conditions:
2.B §1 - The transferee’s agency must have at least five hundred (500) members in their main ID badge.
2.B §2 - The transferee must have been at their agency for at least five (5) days, and that she/he carries all of the badges on the account.
2.B §3 - The transferee must be a trained staff (Security, Trainer, or High Rank and above) as we do not transfer standard ranks.
2.B §4 - The transferee must have NOT been placed on National Punishment (NP), Ban on Sight (BoS), or Do Not Transfer (DNT) list or had been previously fired.
2.B §5 - A person who previously worked at HIA is allowed to return with suitable demotions and is allowed to transfer back as many times as they wish. The first three (3) full transfers will be considered under inactivity times, while the forth (4) full transfer, and any after that, will stay at a two (2) division demotion per transfer.
2.B §6 - A person whom have held a standard rank (Agent) in HIA will not be dealt with a disloyalty demotion upon transfer. They will continue normally with their current position at HIA.
2.B §7 - Transferees with the rank or equivalent rank of Senior Management or above (SM+) cannot be transferred without the supervision, direction, or approval of a 1iC+ or TUiC.
2.B §8 - Any former employee of HIA must accept and will receive a two (2) division demotion from their previous HIA rank upon return/transfer.
2.B §9 - Any former employee that were an iC must accept a two (2) division demotion from the last rank in Board of Elite division when requesting a transfer, unless the returning member in question is a Veteran. Veterans shall be offered the corresponding Trial Rank of their former division.
2.B §10 - The rules stated in 2.B can only be overruled by an 1iC+ elective member of HIA or an iC member of the Transfer Unit.
2.B §11 - As 1iC+, you are required to be a part of the Transfer Unit.
2.C - LEAVE OF ABSENCES
A Leave of Absence (LOA) is a granted period of time in which a Habbo has permission to be absent from the workplace. Here are the following rules and procedures for Leave of Absences:
2.C §1 - Individuals whom are Assistant Leadership-Directorate cannot be inactive for more than or equal to 120 hours (5 days). Otherwise, their badge(s) may be removed and a demotion will be issued from their current rank. Further inactivity will result in termination from HIA.
2.C §2 - You will not receive a warning if you are close to going inactive.
2.C §3 - It is recommended to apply for your LOA 72 hours (3 days) before your leaving date.
2.C §4 - Non-elective ranks must have their LOA approved by a 2iC+ member.
2.C §5 - Electives with the ranks of 4iC and 5iC must have their LOA approved by 1iC+. Elective ranks 3iC+ must have their LOA's approved by a Directorate/CoD/Foundation member.
2.C §6 - Non-elective ranks are allowed up to 90 days of LOA. Elective ranks are allowed up to 65 days of LOA plus 25 days for special circumstances. If you need to be away longer, please talk to a Directorate (iC+) and a decision will be made.
2.C §7 - There must be a good reason to apply for LOA; examples include school, work, or health issues.
2.C §8 - On the rare occasion your LOA is denied, please talk to an LOA admin (2iC+) to confirm whether or not an alternative solution can be found.
2.C §9 - In order to have an official LOA, you MUST have LOA in your motto, the badge, and as well as have requested LOA on portal.
2.C §10 - All LOAs MUST have an ending date. LOA’s without a specified end date will not be approved.
2.C §11 - All LOAs must be 14 days in length or longer for non-elective members. Elective LOA's must be 4 days in length or longer. Requested LOAs that are lower than the required rank minimum will be denied.
2.C §12 - If you overstay your LOA, you will receive a 48 hour grace period. Once the grace period begins, you will be notified stating your LOA has ended and you have 48 hours to come online or you will receive a demotion or risk being removed from HIA.
2.C §13 - Failure to obey the above-mentioned rules in regards to LOA will lead to the removal of badges.
2.C §14 - Inform your SU iCs (or fellow iCs) when you are going on leave so that you may be excused from any and all tasks. You may not participate in Special Unit work while on leave.
2.C §15 - While on leave, you are expected to remain on leave. You are not to fill any stations in base or collect pay at pay time. If found violating this policy you will receive disciplinary action.
2.D - INACTIVITY & OVERSTAYED LEAVES
2.D §1 - Inactivity will not be rewarded in HIA and therefore carries its own consequences. Being away without leave (AWOL) is going to count as inactivity and will be qualified as wrongdoing. The consequences of being inactive will be carried in a different way between iC and normal ranks.
2.D §2 - If you are an iC rank, the time of inactivity cannot be more than or equal to five days inactive. The allowed period of inactivity for non-electives is 14 days.
2.D §3 - Your official start date would reset at the time in which you return to work.
2.D §4 - You will not be able to automatically rejoin any Special Units/Teams you were previously in.
2.D §5 - If your online time on Habbo is switched off and your Portal has been inactive for 14+ days (5+ days for electives) without a LOA filed - your badges and portal will be removed on the 15th day for non-electives and 6th day for electives.
2.D.1 - OVERSTAYED LOA
2.D.1 §1 - 1 Day - 14 Days : 5 ranks demotion
2.D.1 §2 - 15 Days - 30 Days : 1 division demotion
2.D.1 §3 - 31 Days+: 2 division demotion
2.D.1 §4 - As stated above (2.C §12), once your LOA has officially expired, you will be granted a 48 hour grace period. Once you have received your message via Slack in regards to your grace period starting, the 48 hours begins.
2.D.1 §5 - Once the grace period is over, the overstay demotions will begin to take effect.
2.D.1 §6 - You are required to have your online time turned on when taking a LOA. Failure to do so will result in your LOA being revoked and badges removed (if deemed necessary).
2.E - RETURNING & REINSTATEMENT
2.E §1 - You may be allowed back as a member of the [HIA], however you will face a suitable amount of demotions according to the period of inactivity.
2.E §2 - From 14 days of inactivity up to 30 days of inactivity, a demotion of one (1) division is to be handed out.
2.E §3 - After 1+ months of inactivity, a demotion of two (2) divisions is to be handed out.
2.E §4 - After one year of inactivity, you will be terminated from employment. If you wish to come back you will have to start over as a Recruit.
2.E §5 - The only kind of alternative accounts that will be allowed for HIA members to transfer in are those with the Official HIA ALT Badge, owned by Ali21.
2.E §6 - Every worker in HIA now has a ALT Limit of 2 Alt Instatements before a Demotion of 1 division takes place. This means the 3rd time you get an ALT instatement, a 1 Division demotion will be given. Please note any time after your 3rd ALT instatement the demotion will continue to be 1 Division Demotion. This makes the system fair and gives personal numerous chances to be vigilant and careful. We know Habbo can be unfair in
the ways of banning so this is too ensure none of you are demoted unfairly.
2.E §7 - Members are only allowed to use their alternative (ALT) account if, and only if, they have been involved in any of the following instances:
a. Account hacking - will receive a 1 Division demotion regardless of reasons.
b. Permanent banning (with valid proof)* - A 1 Division Demotion will take place regardless if it is your first ALT Instatement. If you have been unfairly banned, you are too appeal to Habbo and if you were unfairly banned and Habbo Staff unban you, you will be set back to your old rank. If you are perm banned and Habbo does not accept your appeal, your ALT Account will become your Main Account and the demotion will stay.
c. Logging issues (with valid proof).*
d. Temporary banning (with valid proof) - must be over 2 days.
e. Permanent trade lock (with valid proof).
2.E §8 - You can have a maximum of 2 ALT accounts. Should you be banned on your second ALT, a demotion will be applied.
2.E §9 - Members must not abuse the alternative account system. Those found abusing it shall be issued the proper disciplinary actions, including immediate termination.
2.E §10 - Only 1iC+ and TUiC are allowed to transfer ALT accounts; these are the only people who will have Badge Admin on the ALT-badge.
2.E §11 - If a transferee seems suspicious, has been deemed disrespectful or potentially disruptive, the transferer holds the right to deny the transfer.
* For temporary bans: User will be given Security to High Rank badges, to access all the primary stations.
The only members allowed to bend these rules for alternative accounts are 1iC+. All members of HIA are bound by these rules, regardless of rank.
2.F - EVIDENCE AND USAGE OF ALTS
2.F §1 - A screenshot of your ban or login issues MUST be shown when transferring into an ALT-account. Under no circumstances shall a transfer be done without valid proof.
2.F §2 - For temporary and permanent bans, screenshot of either the banned mail or banned message on the login page must be provided.
2.F §3 - If the individual has a Slack account, a message of confirmation is required from the individual as well.
2.F §4 - If the person is Trainer+, a log must be done on the portal. All proof submitted must be included in the transfer log.
2.F §5 - When your main account is unbanned or safe to play on, you will have to transfer back into it. Your badges on your ALT will therefore be removed and you won’t be allowed to use your ALT in base.
Section 3 - Affairs and Structures
3.A - VIP, SPECIAL VISITORS, & VETERANS
3.A §1 - Special visitors are just that - visitors! They are able to be inside the base only when they are displaying the [HIA] Special Visitor / [HIA] Very Important Person / [HIA] Veteran badge. Visitors must have the badge worn at all times while in base.
3.A §2 - Special Visitors / Very Important Persons cannot fill a station except for FTB. Veterans are ONLY allowed to FTF - other workstations are NOT permitted.
3.A §3 - Special Visitors / Very Important Persons / Veterans are required to adhere to all parts of the Code of Conduct while inside of base. Failure to do so may end in the removal of the [HIA] Special Visitor, [HIA] Very Important Person, and/or [HIA] Veteran badges.
3.A §4 - Fired employees, users, groups on Ban on Sight (BoS), and National Punishment (NP) are not allowed to have VIP/SV/Veteran Badges. If they are found to be in possession of such badges, they will be removed immediately.
3.A §5 - Allied agency members the rank of 5iC+ may receive HIA's Diplomatic Guest badge. Allied military members may receive this badge at the rank or E-5+.
3.B - SPECIAL UNITS & TEAMS
There are five official Special Units (SU) at HIA, listed as follows:
- Legal Affairs (LA)
- Transfer Unit (TU)
- External Relations (ExR)
- HIA Events Team (HET)
- Community Support Team (CST)
- Training Supervisors (TS)
- Magazine
- Social Media
- HIA Football (Redhawks)
- Awarding Committee (AC)
- Pay Team
You must be a High Rank Division or Higher to join the Community Support Team, LA, or HET and External Affairs division or higher to apply for ExR. You are only eligible to apply for the Transfer Unit after being a member of HIA for one month and by achieving the 'IA Member I' rank in the Internal Affairs Division. Finance Associate or higher may apply for Training Supervisors, High Rank division or higher to apply for Social Media, Magazine, and Football. Lastly, one must be Diplomatic+ to apply for the Awarding Committee, and Board of Elite+ for the Pay Team.

3.C §3 - 4iC+ individuals are allowed to self-approve their own disciplinary and fire logs.
3.C §3.1 - If you include screenshots of messages sent in non-public Slack channels, you shall censor messages not related to the offence (messages sent by other HIA members).
3.C §4 - If the screenshots include classified or sensitive information, a copy of the evidence MUST be sent to a Legal Affairs iC member to be stored inside the Legal Affairs drive.
3.C §4.1 - Classified Evidence MUST be disclosed to the defending member. Should you refuse to disclose the evidence to the defendant, the log will be deemed invalid and the log subsequently removed.
3.C §5 - Verbal warnings should always be given out before any logged disciplinary action is issued (if possible). Proof of verbal warning in your logged disciplinary action is encouraged but not required.
3.C §6 - Agents are to get a maximum of three (3) warnings before they are to be removed from HIA. Please note that Agents cannot be striked. Agents that are clearly trolling may be fired after getting 1 logged warning under special circumstances. You will need approval from 4iC+ regardless of rank.
3.C §7 - Security+ are to receive 1 warning, which is then followed up with one strike. No individual will receive more than 1 strike in a single log.
3.C §8 - When logging disciplinary logs, please state the specific rule(s) the person has broken. If you fail to do this, the disciplinary log is considered invalid, and will be removed. For example: 1.A §19 - Not wearing trainer uniform in the base.
3.C §9 - If the person refuses to add x1 (strike 1) or x2 (strike 2) to their motto repeatedly, an additional strike may be given immediately, x2 (strike 2) and x3 (strike 3).
3.C §10 - Individuals may not be fired without following the correct strike procedure unless they are on National Punishment, are a fired member, have an explicit name, violate a rule under “instant fire offences,” or is in violation of the bully policy. In these cases, you must seek 4iC+ approval.
3.C §11 - Individuals may not log disciplinaries against a higher ranked member. If you see a higher ranked staff violating the Code of Conduct, do contact and send all evidence to an iC who is higher ranked than the violator for them to log the disciplinary.
Structure:
Strike Removal:

Furthermore, a disciplinary log can be deleted by LA or 1iC+ only in the case of being invalid. Valid strikes mustn't be deleted, but only reversed. Again, contacting the issuer to let them know of the situation is mandatory.
3.C §15 - Strikes MUST remain for at least 1 week, unless the log is invalid.
Fired Workers:
3.C §16 - After receiving 3 strikes, all of your badges (including SV, VIP, and Veteran) will be removed and a fired log will be made on the portal. Any donation you have made to HIA will NOT be refunded.
3.C §17 - You are not allowed to fire yourself. If for any reason you wish to leave HIA, manually leave all HIA-related badges (except for SV, VIP, Veteran badges). Any disciplinaries will remain on said account upon your return to HIA.
3.C §18 - After being fired you have to wait one (1) week before seeking approval to come back to HIA, unless you were wrongly fired.
3.C §19 - If you decide you would like to come back to HIA after being fired, you must retrieve rehire approval. If approval is not made, you cannot rejoin HIA nor can you join as a recruit.
3.C §20 - If you have been dishonorably discharged of your duties and removed from HIA, you are not allowed to create an ALT account and return to work, without your terminated account being marked for rehire. Failure to comply with this rule would result in the immediate termination of your ALT account.
3.C §21 - A fired employee can either appeal through HIA’s Courts or follow the particular rehiring system:
3.C §23 - Members who have been fired by an iC (Directorate) may not seek rehire from a 1iC. They must seek approval from the iC who fired them, or appeal directly to Foundation (Including the Chief of Directorates).
3.C §24 - An individual may for severe violation of the code of conduct receive a strike x1 without a prior logged warning. This must be approved by either a 4iC+ or Legal Affairs. Severe violations can be but are not limited to severe bullying, harassment, etc. In the event of confusion regarding “severe violations” please contact Legal Affairs for clarification.
3.D - HIA JUSTICE SYSTEM
3.D §1 - The court system is ran by the Legal Affairs Unit.

- Strike 1 – The member has continued to do wrong, and they’re given a strike. “x1” is added to the end of their motto.
- Strike 2 – A demotion is issued and “x2” replaces “x1” at the end of their motto. A demotion will also be applied depending on the severity of the infraction. You may not skip Strike 1 to get to this step.
- Strike 3 – The member has failed to stop their wrongdoing after multiple warnings and consequences. They are to be terminated of employment from HIA.

3.C §23 - Members who have been fired by an iC (Directorate) may not seek rehire from a 1iC. They must seek approval from the iC who fired them, or appeal directly to Foundation (Including the Chief of Directorates).
3.C §24 - An individual may for severe violation of the code of conduct receive a strike x1 without a prior logged warning. This must be approved by either a 4iC+ or Legal Affairs. Severe violations can be but are not limited to severe bullying, harassment, etc. In the event of confusion regarding “severe violations” please contact Legal Affairs for clarification.
3.D - HIA JUSTICE SYSTEM
3.D §1 - The court system is ran by the Legal Affairs Unit.
3.D §2 - The powers of the Legal Affairs Unit includes, but is not limited to:
- Reinstatement of an unfairly fired staff through judicial processes.
- Overturn unfair disciplinary actions.
- Prosecute any employee of the HIA and its affiliates.
- Detain any HIA employee by the Department of Marshal Services.
- Change any sort of policy or action taken at HIA through judicial processes and public voting.
- All cases must be processed only under the aegis of the HIA Justice System at: habbohia.com/hia-justice-system.html
- If an elective is involved in a case, members of the Foundation will be informed immediately, however, their involvement is not required.
- Individuals have the right to petition to the court for their case to be made private or public.
- Cases handled by the Legal Affairs Unit is considered public records by default and will be accessible upon request. All information that contains personal or graphic content will not be revealed to the public.

Section 4 - Consequences
4.A - PUNISHMENTS
4.A §1 - Insubordination and defiance of authority relevant to the Code of Conduct will result in being issued a verbal warning. Continual refusal to obey orders will lead to higher, logged disciplinary actions.
4.A §2 - Disobeying Commands - You might be called or issued a command (such as ATT, CTH, etc). If you still decide not to cooperate, you will be bounced/kicked and a warning shall be issued.
4.A §3 - Infringing Basic Rules - A warning will be given and if it continues, a disciplinary action shall ensue.
4.A §4 - Breaking Dress Code - If you decide not to change after being asked at least three (3) times to change, you will be immediately disciplined and issued a demotion, depending on who is handling the situation. If you still refuse to change after being disciplined once, you will be directly fired.
4.A §5 - Acting dishonestly or unfairly in order to gain an advantage in any HIA related matter will result in punishment.
4.A §6 - Severe violation of the Basic Human Rights (stated at the top of the CoC) and/or The Anti-Bullying Protocol - may lead to a direct termination if the person have behaved exceptionally rudely and insolently when it comes to respect of fellow employees or members of an allied agency.
4.B - BAN ON SIGHT (BoS)
4.B §1 - Individuals displayed on the Ban on Sight page on the site are not allowed to join the Habbo Intelligence Agency ever again. Please contact a Directorate or 1iC member to have someone added to BoS. They are not allowed amenities directly involved with the HIA.
4.B §2 - In the event a member on BoS is seen in HIA affiliated premises, they are to be immediately banned permanently.
4.B §3 - Only the Directorates and above and Supreme Court can remove a member from the BoS list.
4.C - NATIONAL PUNISHMENT
4.C §1 - Trashing/Disloyalty to HIA - Showing any disloyalty towards the Habbo Intelligence Agency will cause automatic removal and being placed on our National Punishment.
4.C §2 - National Punishment is the highest level of punishments that the Habbo Intelligence Agency can sanction. Members on National Punishment are branded as traitors and should not be interacted with ever again.
4.C §3 - Individuals or organizations on National Punishment are not allowed to transfer or work at the Habbo Intelligence ever again. They are not allowed amenities directly involved with the HIA.
4.C §4 - Should an individual on National Punishment be seen in HIA affiliated premises, they should be immediately banned permanently.
4.C §5 - Only the Directorate in-charge, Foundation or the Supreme Court can remove individuals or parties from National Punishment.
